Description:
1. ACAN An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the Requirement Prairies Economic Development Canada (PrairiesCan) requires the services of a contractor that can facilitate the development of an Alberta cleantech strategic framework to guide future priority cleantech project investments and activities. The work will involve the following: Review of the A-CATT gap analysis. Facilitation of a virtual workshop to discuss cleantech project objectives. Development of draft recommendations and criteria (for making investment decisions) as input into a strategic framework. Facilitation of an in-person workshop to discuss and develop a strategic framework. Delivery of a virtual presentation on the draft strategic framework and the facilitation of a discussion afterwards 3. Criteria for Assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: Experience: Working with Alberta cleantech ecosystem stakeholders Supporting clean tech organizations Has developed at least one (1) cleantech-related strategic framework in the last three (3) years Has developed a strong network and relationships with Alberta cleantech ecosystem stakeholders. In-depth knowledge and understanding of: The Alberta cleantech ecosystem 4. Applicability of the Trade Agreement(s) This procurement is not subject to any trade agreements. 5. Set-aside Under the Procurement Strategy for Indigenous Businesses This procurement is not subject to a set-aside. 6. Comprehensive Land Claims Agreements This procurement is not subject to any Comprehensive Land Claims Agreements. 7. Justification for the Pre-Identified Supplier Following an analysis of its cleantech network by program staff, PrairiesCan has determined, to a reasonable degree of certainty, that the pre-identified supplier is the only one that possesses the knowledge, expertise, and experience required to perform the work. This includes understanding multi-faceted considerations (technological, social, and environmental) related to Alberta’s regional cleantech ecosystem, possessing strong local stakeholder connections, making strategic investments in clean technologies, and supporting the region in moving to a low-carbon economy. The pre-identified supplier is uniquely positioned to help the department deliver on key federal economic and environmental policy objectives in a region (Alberta) that will be disproportionately impacted by challenges associated with moving to a low-carbon economy. The pre-identified supplier meets all of the minimum essential requirements described in this ACAN. 8. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection(s): 6(d) – “Only one person is capable of performing the work.” 9. Exclusions and/or Limited Tendering Reasons This procurement is not subject to any trade agreements. 10. Ownership of Intellectual Property Canada intends to retain ownership of any Foreground Intellectual Property arising out of the proposed contract on the basis that the main purpose of the contract is to generate knowledge and information for public dissemination. 11. Period of the Proposed Contract or Delivery Date The proposed contract is for a period of seven months, from July 26, 2022 to January 31, 2023. 12. Supplier’s Right to Submit a Statement of Capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 14. Closing Date for a Submission of a Statement of Capabilities The closing date and time for accepting statements of capabilities is July 26, 2022 at 3:00 p.m. MDT. 15. Cost Estimate of the Proposed Contract The estimated value of the contract is $44,070.00, including Applicable Taxes. 16.
