This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS who qualified under TSPS Tier 1 for the following category: 2.12 – Evaluation Services Consultant The sector requires the services of a consultant to carry out a formative evaluation of the work of ADM(DIA) in leading the effort to improve data analytics throughout the DND/CAF. The evaluation will cover the period starting from the stand-up of the organization in July 2018 until March 2022. The scope of work will be finalized as part of the work plan for this project. It is anticipated that the evaluation will focus on the work done to date by ADM(DIA) in furtherance of its mandate, examining the following, among potentially other areas: 1. Alignment with federal priorities and direction 2. Alignment of current projects and initiatives with departmental priorities 3. Implementation against initial design 4. Progress made towards achieving stated objectives 5. Challenges and barriers encountered 6. The extent to which ADM(DIA)’s governance, structure, management systems and resources are optimized to enable success, to track performance, and to support evidence-based decision making.
