Bidders are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Please refer to SI06 Submission of Bid for additional details. Bidders should also note the bid requirements have changed as set out in SI05 Bid Security Requirements and that only electronic bid bonds will be accepted as bid security. A scanned copy of a bond does not constitute an electronic bond. Certified cheques, bank drafts, standby Letters of Credit and hard copy bid bonds will not be acceptable. THERE IS NO SECURITY REQUIREMENT ASSOCIATED WITH THIS REQUIREMENT Public Services and Procurement Canada (PSPC), Real Property Contracting, on behalf of Department of Fisheries and Oceans (DFO), have a requirement to reconstruct structures no. 402 and 403 at the harbour facility Georgetown Queens Wharf, PEI. The work is located on the outermost portion of the main pier, accessed by Kent Street, Provincial Route 3. There will be no site visit meeting, bidders may visit site on their own. SCOPE OF WORK The work covered under this project at Georgetown, PEI consist of the furnishing of all plant, labour, equipment, hardware and materials for the construction of a new steel sheet pile pier wharf and the creation of a new on-site containment cell. New electrical is to be installed on the new wharf. All work shall be done in strict accordance with specifications and accompanying drawings and subject to all terms and conditions of contract. Contract includes mobilization and demobilization all equipment necessary to make work progress for the entire contract. Only items in the Unit Price Table will be measured for payment. All other work necessary to complete the Contract will be considered incidental to the project and will not be measured separately for payment. CONSTRUCTION TIME The Contractor must perform and complete the Work within 90 weeks from the date of notification of acceptance of the offer. CHANGES OR CLARIFICATIONS Any changes or clarifications will be included as an amendment to the bid solicitation. MANDATORY REQUIREMENTS Bidders must meet all the mandatory requirements specified in the tender document. Failure to comply with any or all the mandatory requirements will render the bid non-compliant and no further consideration will be given to the bid.
