5P420-21-0240/A Janitorial Services – Pacific Rim National Park Reserve COVID-19 VACCINATION REQUIREMENT This requirement is subject to the COVID-19 Vaccination Policy for Supplier Personnel. Failure to complete and provide the COVID-19 Vaccination Requirement Certification as required precedent to contract award will render the bid non-responsive. BIDS RECEIVED BY FAX AND EMAIL WILL BE ACCEPTED AS OFFICIAL. BIDS RECEIVED IN-PERSON OR BY COURIER MAY NOT BE ACCEPTED. The only acceptable email address for responses to the bid solicitation is soumissionsouest-bidswest@canada.ca. Bids submitted by email directly to the Contracting Authority or to any email address other than soumissionsouest-bidswest@canada.ca will not be accepted. The only acceptable facsimile for responses to bid solicitations is 1-866-246-6893. The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size. The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2). Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments. REQUIREMENT Provision of janitorial services at the Administration Building, Visitor Experience Workshop, Resource Conservation Building, Green Point Theatre, and Kwisitis Visitor Centre, located in the Pacific Rim National Park Reserve, BC as well as the Pacific Rim Visitor Centre building located at the Tofino/ Ucluelet/ Port Alberni junction of Highway #4 and the Assets Compound Building located on Airport Road. To assist with bonding and insurance requirements, this project is estimated at a value between $250,001 > $ 500,000, Taxes extra. PERIOD OF CONTRACT / DELIVERY DATE The period of the Contract is from April 1, 2022 till March 31, 2023 inclusive. SECURITY REQUIREMENT There is a security requirement associated with this bid solicitation. New personnel security clearance requests will require mandatory fingerprints to initiate the criminal record check. The validity of an existing personnel security clearance issued by the Government of Canada is not affected by the change in the criminal record check process. Applicants who require a personnel security clearance are responsible for all costs associated with fingerprinting. MANDATORY SITE VISIT It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at the Administration Office located at 2040 Pacific Rim highway on Friday, February 11 2022. The site visit will begin at 13:00 PST in the Zellermeyer Boardroom. This site visit is subject to the COVID-19 Vaccination Policy for Supplier Personnel. The person(s) who attend must be fully vaccinated against COVID-19, or, for personnel that are unable to be vaccinated due to a certified medical contraindication, religion or other prohibited grounds of discrimination under the Canadian Human Rights Act, subject to accommodation and mitigation measures that have been presented to and approved by Canada. If person(s) requesting attendance are unable to be vaccinated due to a certified medical contraindication, religion or other prohibited grounds of discrimination under the Canadian Human Rights Act, the Bidder must provide its accommodation and mitigation measures to the Contracting Authority no later than on Friday February 4, 2022 at 12:00 PM MST If accommodation and mitigation measures are not provided before this date or are insufficient, PCA may be unable to accommodate the request. Bidders must communicate with the Contracting Authority no later than February 9, 2022 at 12:00 PM MST to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders must also complete and submit the certification at Annex E to Part 1 of the Bid Solicitation. Bidders who do not confirm attendance, provide the name(s) of the person(s) who will attend, or who do not complete and submit the above certification as required will not be allowed access to the site. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. ENQUIRIES All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority. Enquiries regarding this solicitation must be submitted in writing and should be received no later than two (2) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided. INFORMATION National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act. Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada. Parks Canada has made every effort to provide equivalent documents in both official languages, however, if you find any discrepancies between the English and French documents, please notify the contract officer listed in this opportunity as soon as possible so that we can rectify the situation.
