Description:
Innovation, Science and Economic Development Canada (ISED) is the department responsible for informing and advising the Government of Canada on telecommunications matters and developing telecommunications policy including through the Telecommunications Act (the Act). The Canadian Radio‑television and Telecommunications Commission (CRTC) is the independent authority responsible for implementing the objectives of the Act, including through regulation. In order to carry out its mandate, ISED requires a comparative analysis of approaches used in peer countries for rate-setting processes as part of ex-ante telecommunications regulation. This research will allow ISED to analyze processes of these countries, and provide information that would better inform the policy making process. The analysis must cover a selection of six comparable peer countries, defined as members of the Organisation for Economic Cooperation and Development with a relatively high level of telecommunications sector development.
