Description: Library and Archives Canada (LAC) is requesting industry feedback regarding the monetary appraisal of Digital Archival Political Records, and Archival Records in multiple media. In the immediate term, the intent of the RFI is to seek information from the vendor community regarding the establishment of the Fair Market Value (FMV) of Digital Archival Political Records for the purpose of undergoing the certification process by the Canadian Cultural Property Export Review Board (CCPERB). Vendors are requested to provide specific responses to the questions, which will assist LAC in determining availability of resources. Depending on availabilities, LAC may follow up with an RFP in order to identify two potential monetary appraisers for an appraisal to take place in March 2022. The records to be assessed were created from 2006 to 2015 and are mainly digital in nature, and in audiovisual, photographic and textual formats. The approximate volumes of Digital Archival Political Records in-scope for the establishment of FMV are: 1.0 TB of audiovisual material (approx. 7,000 digital objects) digital, 24.0 TB of photographic material (approx. 1,250,000 digital objects), and 150.0 GB of textual material (approx. 500,000 digital objects). The information provided in this RFI may lead to additional RFPs for Archival Records in multiple media. The key objectives of this RFI include: For Digital Archival Political Records: 1. Receive responses from the vendor community about available resources to perform monetary appraisal and establishment of FMV of Archival Digital Political Records; and 2. Get a better understanding of the feasibility of vendors to provide LAC with a monetary appraisal of Digital Archival Political Records that meets new CCPERB guidelines and requirements when it comes to FMV of digital records; and 3. Get a confirmation of the existence of comparatives for Digital Archival Political Records from the market; and 4. Get an estimation of the timeline to do the background search, perform the appraisal, and draft the monetary appraisal report, including travel time to the NCR if necessary, and answer any additional questions or requests coming from LAC and CCPERB should CCPERB not be able to certify with provided information; and 5. Get an estimation of the matrix used to establish costs to provide this service. 6. Receive responses on whether vendors would have resources that have or are willing to obtain Secret clearance and that would be double vaccinated against Covid19 perform a monetary appraisal at LAC’s offices in the NCR in March 2022 in order to be completed by March 31, 2022. For Archival Records, in multiple media: 7. Receive responses from the vendor community about available resources to perform monetary appraisal and establishment of FMV of Archival Records, in multiple media, more generally; and 8. Get a better understanding of the feasibility of vendors to provide LAC with a monetary appraisal of Archival Records in multiple media that meets new CCPERB guidelines and FMV requirements. 9. Get a confirmation of the existence of comparatives for Archival Records, in multiple media from the market. QUESTIONS TO INDUSTRY Respondents are requested to address, but are not limited to, the following questions: Have you performed the monetary appraisal and established the FMV of: Digital Archival Political Records Archival Records in multiple media more generally Are you able to perform a monetary appraisal and establish FMV in a manner that meets the new CCPERB guidelines and requirements for: Digital Archival Political Records Archival Records in multiple media more generally Are you aware of the existence of market comparatives for: Digital Archival Political Records Archival Records in multiple media more generally How many monetary appraisals have you completed in the last five years to establish the FMV for: Digital archival records Analogue archival records Archival records in multiple media How many monetary appraisals that meets the new CCPERB guidelines and requirements have you completed for: Digital archival records Analogue archival records Archival records in multiple media Based on the volumes of Digital Archival Political Records provided in the description, provide an estimation of the timeline to do the background search, perform the appraisal and draft the monetary appraisal report for the Digital Archival Political Records, including travel time to the NCR if necessary, and answer any additional questions or requests coming from LAC and CCPERB should CCPERB not be able to certify with provided information Provide an estimation of the matrix used to establish costs to provide this service Vendors should also indicate whether they meet the following requirements: Ability to respect CCPERB’s requirements regarding the appraisal of Digital Archival Political Records Ability to respect CCPERB’s requirements regarding the appraisal of Archival Records in multiple media Ability to provide additional information to CCPERB should it be requested Solution must include information regarding the existence of comparatives Access to the original document(s), on site in the NCR, is required The vendor and its employees must have or be willing to get a Secret security clearance The vendors employees who will access LAC’s offices must be double vaccinated for Covid-19 The vendor must be available to perform a monetary appraisal at LAC’s offices in the NCR in March 2022. The vendor must have no perceived or potential conflict of interest related to the appraisal of Digital Archival Political Records of Canadian politicians part of the Cabinet from 2006 to 2015. Nature of the Request for Information This RFI is neither a call for tender nor a Request for Proposal (RFP). No agreement or contract will be entered into based on this RFI. The issuance of this RFI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. This RFI is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein. Although the information collected may be provided as commercial-in-confidence (and, if identified as such, will be treated accordingly by Canada), Canada may use the information to assist in drafting RFP documents (which are subject to change) and for estimating purposes. Respondents are encouraged to identify, in the information they share with Canada, any information that they feel is proprietary, third party or personal information. Please note that Canada may be obligated by law (e.g. in response to a request under the Access of Information and Privacy Act) to disclose proprietary or commercially-sensitive information concerning a respondent (for more information: http://laws-lois.justice.gc.ca/eng/acts/a-1/). Participation in this RFI is encouraged, but is not mandatory. Similarly, participation in this RFI is not a condition or prerequisite for the participation in any potential subsequent solicitation. Respondents will not be reimbursed for any cost incurred by participating in this RFI. Enquiries Interested participants are invited to respond to this RFI by submitting a response to LAC. All enquiries and other communications related to this RFI shall be directed exclusively to the LAC Contracting Authority. Since this is not a bid solicitation, Canada will not necessarily respond to enquiries in writing or by circulating answers to all respondents; however, respondents with questions regarding this RFI may direct their enquiries the Contracting Authority. The use of email communication is preferred. Language This LAC office provides procurement services to the public in both official languages. Responses may be submitted in either official language.
