Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement TITLE: Slim-hole Nuclear Magnetic Resonance Instrument The Geological Survey of Canada (GSC) conducts borehole geophysical surveys inside narrow-diameter (64 mm to 96 mm) open bedrock and plastic-cased sediment boreholes to support research into the sustainable development of groundwater resources across the country. To enhance these investigations, the GSC needs to acquire a slim-hole nuclear magnetic resonance (NMR) logging tool suited for the range of borehole and geological settings in which the GSC operates. To meet these needs, the following technical specifications are required for the NMR instrument: -three operating frequencies, enabling investigation in a single pass of the borehole at three diameters around the tool to an outer diameter not less than 300 mm, -an echo time of 0.45 milliseconds for one of the three frequencies, -an operating frequency band below 500 kHz, such that noise interference from the AM radio broadcast band (535 – 1605 kHz) is not an impediment to data collection in urban settings across the country, -a minimum vertical resolution of 25 cm, -a downhole probe diameter of 61 mm (or less), -operable on a 4-conductor wireline to depths of 300 m, -a system with self-contained, portable surface electronics, and -recording software allowing for user configuration of data collection parameters including dual scan lengths, relaxation times, and number of repeat measurements. As the GSC is a research-focused organization, there must also be a strong and proven record of peer-reviewed publications in recognized scientific journals demonstrating that the instrument’s design and performance in both sediment and bedrock borehole settings is accepted by the scientific community. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: a) Technical requirements set out in Section 2 above; and b) Documentation requirements Item b should be supported by a bibliography that demonstrates the technical performance of the instrument. It must also include references to performance in shallow to intermediate depth unconsolidated sediment boreholes, and shallow to deep open bedrock holes. 4. Justification for the Pre-Identified Supplier The supplier mentioned in Section 10 below is the only known supplier that meets the mandatory criteria set out in section 3 above. Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders 6. Government Contracts Regulations Exception The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work" The identified supplier, Vista Clara Inc., is the only one able to meet all of the criteria identified in section 3 above 7.
