BID SUBMISSION REQUIREMENTS Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Please refer to SI06 Submission of Bid for additional details. Bidders should also note the requirements set out in SI05 Bid Security Requirements and that only electronic bid bonds will be accepted as bid security. A scanned copy of a bond does not constitute an electronic bond. Certified cheques, bank drafts, standby Letters of Credit and hard copy bid bonds will not be acceptable. PROJECT SCOPE OF WORK Public Works and Government Services Canada (PWGSC), Real Property Branch requires a qualified general contractor to rehabilitate the existing west entrance pier at the Whitby Small Craft Harbour. The Whitby Harbour West Pier Rehabilitation is located on the north shore of Lake Ontario in the Town of Whitby, (Coordinates Google map search 43.85197, -78.92675). The work involves repair and realignment of the failed section of the pier by installing new external wale assemblies and tie rods. Other associated work to include the replacement of ladders and areas of pile cap, and supply of new clear stone and concrete for deck reinstatement in the affected areas. This Work shall be in accordance with the Specifications dated 2021-11-01 and their respective Drawings. CONSTRUCTION TIME The Contractor must perform and complete the work within 17 weeks from the date of notification of acceptance of the offer. SITE VISIT There will be no scheduled site visit. The site is open to the public and located at the parking lot 331 Water Street Whitby Ontario. (Coordinates Google map search 43.85197, -78.92675). Interested bidders may visit the site at their own convenience. The site visit will allow the contractor to view the applicable East Side work area, staging area and parking lot that will be reserved for construction access. The project repair location on the West Pier is not accessible by land. By submitting a bid, the Bidder certifies that the Bidder is familiar with the site conditions and conditions affecting the Work, and execution of the Work. Failure by the Bidder to inspect the site conditions will not relieve the Contractor of the responsibilities under the Contract.
