Nature of Requirements: This bid solicitation cancels and supersedes previous bid solicitation number 21480-27-3871971 dated September 14, 2021 with a closing of September 29, 2021 at 14:00 EDT. A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers, who bid on the previous solicitation. The following is a summary of the statement of work for this requirement. Correctional Services of Canada has a requirement to provide Urinalysis Collection Services for male and female offenders on Federal Parole in various locations with the Greater Toronto Area under the supervision of the Durham Parole Office, Toronto East Parole Office, Downtown Toronto Parole Office, Toronto Women’s Supervision Unit, Keele Parole Office, Keele Correctional Center and the Toronto West Parole Office. Objectives: Consistent with the Mission Statement and Strategic Objectives of the Correctional Service of Canada (CSC), a Urinalysis Collection Program is required for the areas. The program must be in compliance with the Corrections and Conditional Release Act, Corrections and Conditional Release Regulations, and Guidelines and Policy under the Act. Deliverables: The work the Contractor must perform will involve the observed collection of urine from male and female offenders on Federal Parole in the above noted areas, for urinalysis testing to monitor abstinence from drugs, alcohol, or both in compliance with their Special Conditions of Parole release. The Contractor must perform the collection of urine for this legal purpose diligently and in compliance with all required legislation and government policies, as the results of the related urinalysis testing can be used during legal/court processes. On rare occasion, service providers used to collect the urine sample could be required to provide information within a legal/court process. Note: This work involves direct, observed urinalysis in close contact with Federal offenders who may experience or may have experienced; substance abuse or addiction problems, mental health needs, and other emotional or behavioural issues. The Department will: Ensure that the contractor is provided with all necessary documentation including Regulations, Directives, and Guidelines for compliance to be maintained. Provide procedural instruction in the surveillance, procurement, and shipment of samples. Refer offenders for urinalysis testing. Establish procedures for shipment of samples to the CSC specified laboratory for testing. Provide all required paperwork, sample containers, courier bags, courier bills of lading, cooler to store the collections and appropriate security storage container for paperwork and referrals. Provide at minimum, a 24 hour notice to the contractor for cancellation of any scheduled collection time, with no charges incurred. Any cancellation the Contractor receives in less than 24 hours prior to the scheduled collection time, is subject to charges equal to 50% of the cost of the scheduled collection that was cancelled. The Contractor must: Upon referral, directly observe and collect urine samples provided by Federal offenders on Parole release. These collections may occur in the Parole Office, Community Correctional Center, Community Based Residential Facility (CBRF), Reporting Center, or in an area designated by CSC. The collector must be of the same gender as the offender providing the sample. Present the offender with the Chain of Custody Form for each test and determine the required test(s) to be performed as identified on the form. Complete the Chain of Custody Form accurately, obtain required signatures and distribute copies of the form as indicated. Ensure the integrity of the sample by: observing the offender providing the urine sample, confirming required security seals are in place on the container(s), obtaining signatures on the required forms and on the container(s), and preparing the container(s) for shipment to the specified laboratory for testing. Ship the samples with a bill of lading to the approved laboratory for testing. Collect samples in compliance with Section 66(1) of the CCRA regulations, and CD 566/566-10; or updated policy with the maintenance of privacy, confidentiality and non-disclosure as to the identity of the donor. Complete required urinalysis log sheets during the testing session. Sign the urinalysis collection sign in sheet upon completion of each testing session and forward to the respective office conducting the testing session, to be included with the detailed invoice. Attend court hearings, meetings with auditors, or meet with CSC managers as required. The collector must complete the CSC Urinalysis Collectors Training Program (at the contractor’s expense) prior to commencing services. Immediately notify the CSC supervising parole office in the event of an offender’s refusal or inability to provide a sample, and or any suspicious behaviour is noted. Normally, collections will occur during regular working hours, Monday to Friday, between 0700 hours and 1800 hours. There may be a requirement to collect, from time to time, on weekends and after normal working hours. There may be a requirement to collect on an emergency basis, in which a 3 to 4 hour response time will be required. Provide non-scheduled collection upon 24 hours notice. Provide the Department at minimum, 24 hours notice for cancellation of scheduled collections. The Contractor must provide this notice by email to the Area Director and Office Urinalysis Coordinator. In the event of a planned absence of the collector, the Contractor must make arrangements for an alternate and qualified substitute collector who meets the requirements of this contract. Cancellations There shall be no charges when CSC provides at least 24 hours of notice of cancellation of collections. This notice will normally be provided by the Area Director or Office Urinalysis Coordinator. When CSC provides less than 24 hours notice of cancellation of collection, this shall be subject to a charge of one-half the collection rate. Telephone notification or telephone message to the receiving unit, of notification of cancellation will constitute compliance with this requirement. Location of Work Collections will occur in the Greater Toronto area, in one or all of the following: Parole Office, Community Correctional Center, Community Based Residential Facility (CBRF), Reporting Center or in an area designated by CSC, for male and female parolees under the supervision of the Durham Parole Office, Toronto East Parole Office, Downtown Toronto Parole Office, Toronto Women’s Supervision Unit, Keele Parole Office, Keele Correctional Center and the Toronto West Parole Office. Travel The Contractor (collector) must travel to and from the various required collection sites. This contract does not include any provisions for travel expenses. Language of Work The contractor must perform all work in English.
