Description:
1.0 PURPOSE ISED requires the services of a Consulting firm to provide a fully managed cloud hosting service for BizPaL and AgPal. The services will be required for a one (1) year period, with four (4) additional one (1) year option periods, commencing from date of contract award. 2.0 TITLE OF PROJECT Fully Managed Cloud Hosting Service. 3.0 BACKGROUND Both Innovation, Science, and Economic Development Canada (ISEDC) and Agriculture and Agri-Food Canada (AAFC) are responsible for providing website support services for multi-jurisdictional partnerships across Canada. AAFC is responsible for providing website support services for AgPal, while Innovators Experience Branch (IxB) within IC at ISED is responsible for BizPaL’s multi-jurisdictional partnership. In partnership with AAFC, BizPaL has taken on the role of managing the procurement of AgPal’s web services. To meet partner business requirements, these technology platforms cannot be hosted on Government of Canada infrastructure and must be hosted by a third-party service provider. At the present time, BizPaL/AgPal requires these managed cloud hosting services for BizPaL and AgPal, but may also require cloud hosting services for additional website(s) and services as usage increases and business requirements scaleup and evolve . The BizPaL partnership has outsourced their cloud hosting services to third-party providers for nearly a decade. This request will be a replacement for the current contract expiring at the end of the fiscal year 2020/2021. BizPaL: To facilitate the delivery of the BizPaL service, the technology platform must be cloud hosted by a third-party provider in accordance with the official BizPaL agreements, the Memorandum of Understanding (MOU) and the Intergovernmental Letters of Agreement (ILA), including signatories from multi-layers of government. The cloud hosting for BizPaL is paid for by BizPaL partners. AgPal: AgPal is a web-based discovery tool developed by AAFC to help farmers and others in the agriculture and agri-business sector find the federal, provincial, and territorial programs and services that specifically apply to them. 4.0 PROJECT REQUIREMENTS/OBJECTIVES ISED requires the services of a Consulting firm to set-up and configure a fully-managed cloud and monitoring service for BizPaL and AgPal; conduct routine maintenance on the network to ensure it is running at peak efficiency (e.g., repair, network performance tuning, network back-ups, security patches, and the like.); and monitor the security of the network upon which BizPaL and AgPal reside and report on the performance and availability of the service. The bidder is expected to establish a Service Level Agreement (SLA) that will serve as the service standard expectation during the course of the contract and meet all the infrastructure requirements, including other operational requirements, to support and monitor the needs of the BizPaL/AgPal infrastructure. The SLA should specify items such as, but not limited to, the following: 99.9% network uptime guarantee 30 minute initial response guarantee from help desk 24/7 x 365days support where indicated within section 6.1 - 6.3 requirements below Include Section 6.3 Cloud Consulting Requirements Restoration of service or working with BizPaL/AgPal to reach an agreeable solution within 1 hour of problem identification Credit for restoration downtime: 5% of the fees for each additional 30 minutes of downtime (or portion thereof) beyond 1 hour Cloud Marketplace Services: Ability to purchase from the cloud marketplace on behalf of BizPaL The requirements have been divided into three (3) main sections: (Section 6.1) Managed Cloud Hosting Service Requirements Objective Officially partnered with AWS to provide hosting services in a cloud environment; relating to the management of the technical infrastructure such as its security, data/cloud environment, data backup, monitoring/reporting, and service level standards. Requirements Network (end-to-end point) management Installing/deploying servers and databases Configuration of infrastructure Maintenance and QA (Patching/Updating and Monitoring) (Section 6.2) Cloud Consulting Requirements Objective Outlining the planning and guidance activities to support the management and growth of the BizPaL/AgPal online assets. Requirements Planning and design of the environment architecture Technical and DevOps optimization and support Training Timing and frequency of support (Section 6.3) Infrastructure Resource Requirements Objective Outlining the server capacity and bandwidth specifications for the fully managed cloud hosting service.
