DESCRIPTION OF REQUIREMENT: Public Safety Canada requires the services of a Contractor to develop cost-benefit and feasibility assessments of insurance models to determine those that are best suited to improve outcomes for residents at high risk of flooding. These assessments will feed into an evidence-based business case evaluation of potential policy interventions to improve socio-economic outcomes of high-risk residents through alternative financial risk-sharing approaches. Public Safety Canada requires the following resource categories: Business Analyst Financial Analyst This requirement is open only to those TSPS Supply Arrangement Holders who quality under the stated consultant category, security level, region and tier. Request for Proposal (RFP) documents will be e-mailed directly, from the contracting officer, to the following Qualified Supply Arrangement Holders who are being invited to bid on this requirement: Accenture Inc. The Contractor agrees to grant to Canada an irrevocable option extend the term of the Contract by up to one additional two year period under the same terms and conditions. EVALUATION PROCESS AND SELECTION METHODOLOGY The responsive bid with the highest combined rating of technical merit (60%) and price (40%) will be recommended for award of a contract.
