Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Notice of Proposed Procurement Items Required: Hard Body Armour and Carrier, General Duty The Royal Canadian Mounted Police (RCMP) has a requirement for an estimated quantity of 19,000 sets of Hard Body Armour, General Duty in accordance with RCMP Specification No: G.S. 1045-330 dated 2021-04-08 and an estimated quantity of 38,000 each, Carrier, Hard Body Armour, General Duty in accordance with RCMP Specification No: G.S. 1045-350 dated 2021-04-08 The Standing Offer will be valid for a period of five (5) years from the date of issuance. Delivery in Ottawa (Ontario). Offerors interested in this requirement must advise the Standing Offer Authority in writing by email before the NPP closing date. Conditions for participation 1. The Interested Offeror must be capable of providing both a hard body armour and its corresponding carrier: A Letter of Attestation signed by an authorized representative of the Interested Supplier confirming they can provide both a hard body armour and its corresponding carrier must be sent with the email showing their interest in the RFSO. 2. The Interested Offeror must be capable of providing a Level III National Institute of Justice (NIJ) 0101.06 certified plate: A copy of the NIJ Notice of Compliance (official Notice issued by NIJ) showing a Level III NIJ 0101.06 certified plate must be sent with the email showing their interest in the RFSO. Any Level III NIJ 0101.06 certified plate will be accepted as meeting this condition. 3. The Interested Offeror must sign the Non-disclosure and Confidentiality of Information Agreement. The Agreement will be sent after the NPP closing date to the Offerors who advised the Standing Offer Authority of their interest and must be returned within two (2) working days. The Request for Standing Offers (RFSO) and Specifications will be distributed by email by the Standing Offer Authority after the NPP closing date to the Offerors who advised the Standing Offer Authority of their interest before the NPP closing date and met the Conditions for Participation. Offerors who advised the Standing Offer Authority of their interest after the NPP closing date, regardless of whether they provided substantiation to meet the Conditions for Participation, will not be invited to participate to this RFSO. Offerors must provide the email address where the RFSO should be sent and indicate their preferred language (English or French) to receive the RFSO and Specifications. The responsive offer with the lowest evaluated price per point will be recommended for issuance of a standing offer (1 standing offer only).
