BID SUBMISSION REQUIREMENTS Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Québec Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation. Given current circumstances and network limitations, some active procurements may be delayed. To stay up to date on the status of specific procurements, please consult Buysandsell.gc.ca. 1. REQUIREMENT Fisheries and Oceans Canada, (Institut Maurice-Lamontagne, 850 route de la Mer, Mont-Joli, Qc, G5H 3Z4) has a requirement to procure two (2) heat pumps that can simultaneously heat and chill water. The heat pumps will be used to maintain the desired water temperatures in two head tanks, one of which will be cold and the other one will be warm (see diagram below for a schematic representation of the system). Pumps will circulate water in the exchangers with a flow of 250 L/min. All the goods must be compliant with the technical specifications described in the Annex A - Requirement of the request for proposal. 2. DELIVERY DATE All the deliverables must be received on or before 10 weeks after contract award. 3. SECURITY The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC. The Crown retains the right to negotiate with suppliers on any procurement. Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process.
