The health and safety of staff and suppliers remains our top priority. Bids must be submitted electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows bidders to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Fax and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation. Given current circumstances and network limitations, some active procurements may be delayed. To stay up to date on the status of specific procurements, please consult Buysandsell.gc.ca. (a) Title : Regional Master Standing Offer- Specialty Light Vehicle Rental Services. (b) Description : Provide, as and when requested, rental services for specialty light vehicles (short term (30 days or less) and long term (more than 30 days)) to all Government of Canada departments, organizations, Crown corporations and agencies in the Quebec Region (including those described in the Financial Administration Act), located in one of the administrative regions described in the Annex "A" of the Request for a Standing Offer. This Standing Offer will cover specialty light vehicle rental services for Very Large SUVs and flatbed pickup trucks. For the Standing Offer purposes, the regions to be covered will be set out according to fifteen (15) province of Quebec administrative regions. The Outaouais (administrative region 07) and the Nord-du-Quebec (administrative region 10) are excluded. See annex "A" for the list of regions to be covered. An offeror directory will be created for specialty light vehicle rental services, by region and for various categories of vehicles, as defined in Annex A - Statement of Work. In addition, the results of this process will be used to establish 2 lists of offerors within the directory. A General List composed of all the retained offerors and a Green List composed of the retained offerors that demonstrate an environmental commitment (see Annex E for details). The Standing Offers will be used only for operational needs of Federal departments and agencies (example : to increase the vehicle fleet ). Rental must be on behalf of a department and not an individual. (c) Standing Offer Period : The Standing Offer will be for a period of one (1) year + the option to extend its offer for an additional one year period with an anticipated start date in January 2021. (d) Multiple Standing Offers : Canada expects to issue multiple standing offers resulting from this process to offerors who meet the evaluation criteria and pass the selection procedure detailed in the Request for Standing Offers. All responsive offerors who have submitted an offer will be registered in the directory. (e) Standing Offer value : An undetermined number of Standing Offers may be established subsequent to this Request for Standing Offers. To make administration of the Standing Offers easier, all Standing Offers issued subsequent to this solicitation will reflect a dollar value of NIL. This does not limit the volume of business the Offeror may do with the Federal Government. (f) Canadian Content : The requirement is limited to Canadian services. (g) Other informations : The Offerors can bid on one or more regions identified in the Annex A, Statement of Work and Annex C, Rate Table 1 Year and Annex C, Rate Table option 1. The Offerors can bid on one or more vehicle categories identified in Annex C, Rate Table 1 Year and Annex C, Rate Table option 1. The Request for Standing Offers (RFSO) is to establish Regional Master Standing Offers for the requirement detailed in the RFSO, to the Identified Users in the applicable Quebec administrative regions, excluding locations within Quebec that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Quebec will have to be treated as a separate procurement, outside of the resulting standing offers.
