NOTICE OF PROPOSED PROCUREMENT (NPP) Request for Standing Offers (RFSO) # J061068/A This requirement is for Statistics Canada (StatCan). DESCRIPTION OF REQUIREMENT The Canadian Health Measures Survey (CHMS) is a national survey conducted by Statistics Canada in partnership with Heath Canada and the Public Health Agency of Canada. The purpose of the survey is to collect information regarding the general health and lifestyles of Canadians through interviews and direct physical health measures. CHMS conducts different physical health measures, including drawing blood and collecting urine samples. Statistics Canada receives respondents who, at times do not communicate fluently in English and/or French. In order to complete the interview and all required health measures; the services of interpreters are required. The purpose of this RFSO is to award multiple Standing Offers to suppliers who can provide interpretation services nationwide/ regionally in order to assist respondents in completing the survey. TRADE AGREEMENTS The requirement is not subject to any trade agreements. CONDITIONS OF THE REQUEST FOR STANDING OFFERS (RFSO) There shall be no direct payment by Statistics Canada for costs incurred for the presentation and submission of proposals in response to this RFSO. LOCATION OF WORK Canada Nationwide / Regionally DURATION OF STANDING OFFER Statistics Canada intends is to select up to three (3) compliant offerors receiving the lowest price as a result of this competitive RFSO. The initial period for making Call-ups against the Standing Offer is from the Standing Offer Award date to March 31, 2025 inclusive, plus four (4) one-year irrevocable option periods, under the same conditions. Any and all bids received after this date and time will be returned unopened to the Bidder. As per Treasury Board Contracting Policy the onus is on the Bidder to ensure that all solicitation documents reach the stipulated destination before the closing date and time of the RFSO. Bids must be submitted only to: MACS BIDS statcan.macsbids-smcsoumissions.statcan@statcan.gc.ca StatCan will not assume responsibility for proposals directed to any other location. Proposals not received in the Bid Receiving Unit by the closing time, will be returned to the Bidder unopened. ENQUIRIES All enquiries must be submitted in writing to the Contracting Authority no later than four (4) calendar days before the bid closing date. Enquiries received after that time may not be answered. Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by Bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as “proprietary” will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the question(s) or may request that the Bidder do so, so that the proprietary nature of the question(s) is eliminated and the enquiry can be answered to all Bidders. Enquiries not submitted in a form that can be distributed to all Bidders may not be answered by Canada.
