Trade Agreement: CETA/WTO-AGP/CPTPP/CFTA/FTAs with Peru/Colombia/Panama/Korea/UK Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Title: Sinclair Centre Redevelopment Project EP008-221270/A Lee, Hilda Telephone No. - (604) 764-6053 hilda.lee@pwgsc-tpsgc.gc.ca This Notice of Proposed Procurement (NPP) is to inform you that the following suppliers from the P3 Advisory Services Supply Arrangement (series number EZ156-170002/006/VAN to EZ156-170002/010/VAN) are being invited to participate in a solicitation against the above noted Supply Arrangement: 1) Deloitte 2) Ernst & Young 3) KPMG 4) P3 Advisors 5) PricewaterhouseCoopers Summary of the Requirement: Public Services and Procurement Canada (PSPC) is seeking a Financial Advisor (FA) to provide Public-Private Partnership (P3) financial advisory services during the pre-procurement, procurement, construction, and initial operating period of the Sinclair Centre Redevelopment Project (the Project). Located at 757 West Hastings Street in downtown Vancouver, B.C., the Sinclair Centre spans a full city block with four buildings, which are recognized for their strategic value and heritage significance. The Project will expand the office space on the site and become the anchor location for accessible, sustainable, and centralized federal services in downtown Vancouver. The project is planned to be delivered via a Design-Build-Finance-operate-Maintain / P3 procurement model. This Contract with Task Authorizations (CTA) requires the services of a FA to provide various financial and related advisory services to PSPC in support of P3 processes from pre-procurement, to procurement and delivery. The FA will provide all advisory services required to complete the following activities throughout the procurement, construction, and operating periods. These services may include: financial inputs to the Request for Qualifications (RFQ), Request for Proposals (RFP), and the Project Agreement (PA), development of the RFQ and RFP financial evaluation criteria, support during the RFQ and RFP open periods, lead financial evaluations of the RFP and RFQ submissions, Value for Money Analysis validation and refreshes, updates to the Business Case for internal approvals, support for financial close and commercial close, construction period advisory services, and operating period advisory services. The total FA contract duration is anticipated to be approximately twelve years, from December 2021 to Spring 2033. This scenario includes up to four years of FA advisory services during the four years post-construction, covering the fit-up, move, and early operating period. There is a security requirement associated to this requirement. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-UK Trade Continuity Agreement (Canada-UK CTA), Canada-Chile Free Trade Agreement, Canada-Columbia Free Trade Agreement , Canada-Honduras Free Trade Agreement, Canada-Korea Free Trade Agreement, Canada-Panama Free Trade Agreement, Canada-Peru Free Trade Agreement, Canada-Ukraine Free Trade Agreement, and the Canadian Free Trade Agreement (CFTA). This bid solicitation is to establish a contract with task authorizations for the delivery of the requirement detailed in the bid solicitation to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside the resulting contract.
