1. Canada School of Public Service (CSPS or the School) requires the services of Contractors who can provide excellent translation, copy editing, and/or comparative editing, in English or French, on an “as and when requested basis” for specific publications and its communications and learning products. Services can be limited to one of the two (2) working streams identified as follows: Stream 1 – English to French translation, French copy editing and comparative editing Stream 2 – English copy editing, French to English translation and comparative editing For both streams, the various tasks required are presented in order of importance. For example, most of the task authorizations in Stream 1 will be for English to French translation, while most of the task authorizations in Stream 2 will be for English copy editing. All references to French and English are to be understood as Canadian French and Canadian English, unless otherwise stated. 2. Up to five (5) Contracts for Stream 1 and up to three (3) Contracts for Stream 2 can be awarded following this solicitation. Should Contracts be awarded, the period of the Contracts will be for one (1) firm year and up to four (4) option years. All the work will be done remotely from the Contractors’ sites. The School reserves the right to resolicit the requirement if all eight (8) contracts have not been issued. The total allocated budget for this requirement (including option years) for the maximum of eight (8) Contracts is $3,260,000.00, excluding applicable taxes, or $652,000.00 per year. The $652,000.00 annual budget will be allocated as follows: Stream 1 will be allocated $480,000.00 Stream 2 will be allocated $172,000.00 3. This requirement is subject to the Canadian Free Trade Agreement (CFTA), the Canada-Columbia Free Trade Agreement, the Canada-Korea Free Trade Agreement, the Canada-Chili Free Trade Agreement, Canada-Panama Free Trade Agreement, Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-European Union Comprehensive Economic and Trade Agreement(CETA), Canada-Honduras Free Trade Agreement, the Canada-Peru Free Trade Agreement, Canada-Ukraine Free Trade Agreement and the World Trade Organization-Agreement on Government Procurement (WTO-AGP). 4.
