Background: The Bogard Suppression Repair Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The project is located within the Dixie Fire Perimeter on the Eagle Lake Ranger District, Lassen National Forest. Legal description is T32N R7E,R8E,R9E;T31N R7E, R8E, R9E Description of Work: The objectives of this project are to reduce fuel accumulation, restore areas of high intensity fire damaged ecosystems, address safety concerns for forest users and staff, and to recover the value of the fire killed and damaged trees within the Dixie Fire. The project includes approximately 600 acres of proposed suppression line repair. Suppression repairs include pulling back berms and scattering slash on dozerlines, installing waterbars on steep dozerlines, skidding and decking of cut material, and potential removal of forest products. More repair items could be identified and added later. The volume of forest product to be removed is not estimated at this time. Period of Performance: All work shall be completed by 10/31/2023. Pre-Solicitation Site Visit Date and Time: Prior to solicitation, the Forest will hold a site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held at 9:30 a.m. PT on Wednesday, August 10, 2022. The meeting location is at Lassen National Forest Supervisor's Office, 2550 Riverside Drive, Susanville CA 96130. It is anticipated that the Request for Quotes with all attachments shall be issued on or around August 18, 2022.
