This is a pre-solicitation notice being released pursuant to Federal Acquisition Regulation (FAR) Part 5. Description: USDA Forest Service, Apalachicola National Forest has a Request for Proposals (RFP) for – Services: Briar Patch Road Maintenance. Contractor shall furnish all materials, equipment, transportation, labor, supervision, and other associated work necessary to complete work according to the Statement of Work. Scope of Work: This project consists of providing all materials, equipment and vehicles, labor, tools, parts, transportation, and incidentals to provide Briar Patch Road Maintenance. This project consists of soil erosion and pollution control, removing and disposing old culverts, constructing a 100’ low water crossing, roadway aggregate (lime rock), roadway recondition, road and ditch reconditioning, culvert installation, and temporary traffic control. A complete Scope of Work will be provided with the solicitation. Location: The principle place of performance for this contract will be in the Apalachicola National Forest, Liberty County, FL. It is anticipated that a site visit will be conducted on or about June 21, 2022. The location for the site visit is Apalach Work Center, 23288 County Road 12 NW, Bristol, FL 32321-4147. (Latitude: 30.288561, Longitude: -85.017565). Prospective Offerors are strongly encouraged to attend. Additional details concerning the site visit will be addressed in the solicitation All work under this contract is subject to the Service Contract Act. The Government anticipates awarding a Firm Fixed-Price contract using Lowest Price Technically Acceptable. This procurement will be solicited using North American Industry Classification System (NAICS) 237310—Highway, Street, and Bridge Construction, with a small business size standard of $39.5M. A Request for Proposals (RFP) for this acquisition will be released on or about June 13, 2022 and will close on or about July 13, 2022. It is anticipated that the contract will begin on or about August 1, 2022. This acquisition will be competed as a 100% Small Business Set Aside. This is a new requirement, there is no incumbent contractor This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to perform the construction, additions, alterations, or maintenance and repairs as described above. This Pre-solicitation Notice does not commit the Government to contract for any supply or service. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.
