This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures; and supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2020-02, dated November 22, 2019. Solicitation # 36C26222Q0071 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award. This procurement will be issued as SDVOSB Set-Aside The information identified above is intended to be descriptive, not restrictive and to indicate the quality and services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the services that fulfill the required specifications. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide Materials for Pipeline Repairs for VA Long Beach Healthcare System: 1 Natural Gas Valves 6 , 150# Lub Pt# HOMEST 3 EA 2 Natural Gas Seismic EQ Valve 6 , 150# Rated Flanges, 60 psi Pt# EQ6 1 EA 3       Fischer Pressure Regulator with Pilot Pt# EGR for Natural Gas                                    1 EA 4 Special Package Handling 1 EA Scope of Work Contract Title: Purchase of Materials for Pipeline Repairs Introduction & Background: The City of Long Beach is shutting down natural gas to update and repair the city s section of the gas supply going into the VALB facilities. During this one-week window, critical repairs and replacements will need to take place while natural gas is down. To facilitate these in-house repairs, relevant materials need to be purchased. Scope of Work: The Contractor to provide the following: Three (3) 6 Natural Gas Valves, 150# Lub One (1) 6 Natural Gas Seismic EQ Valve, 150# Rated Flanges, 60 psi One (1) Fischer Pressure Regulator with Pilot for Natural Gas The Contractor shall provide the units within seven (7) business days of the contract being awarded. The Contractor shall include the cost the shipping. Contractor will coordinate with the Mechanical/Pipe Shop Supervisor to schedule delivery. The Contractor is only to purchase and deliver the materials. Upon completion of delivery, the contractor will contact Jason Hsieh, Contract Officer s Representative to inform of the completion of order. Government-Furnished Equipment / Government-Furnished Information: No government equipment will be used by the awarded Contractors. Place of Performance: VHA Long Beach Healthcare System located at 5901 East 7th Street, Long Beach, CA, 90822, Building 5, Pipe Shop. All deliveries shall be scheduled during normal work hours (6:00 AM to 6:00 PM) Monday Friday, Pacific Standard Time (PST), excluding Federal Holidays. Work shall not impact patient care services. Weekend (Saturday or Sunday) work must be approved by the COR assigned to the Task Order. After hours (6PM-6AM, Pacific Standard Time (PST)) work must be approved by the COR. Any overtime or holiday pay that may be entitled to the Contractor s employees shall be the sole responsibility of the Contractor and shall not be billed to nor reimbursed by the Government. If a holiday falls on Sunday, the following Monday shall be observed as the legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a legal holiday by U.S. Government agencies. Also included, would be any other day specifically declared by the President of the United States of America to be a National Holiday. Furthermore, Provision 52.212-2 is utilizing the Lowest Price Technically Acceptable (LPTA) on an Acceptable/ Unacceptable evaluation process.
