Original Set Aside:

The Coast Guard Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC) Kearneysville Procurement and Contracting Organization, intends to award a sole source, fixed-priced contract with Kofax Incorporated. The purchase order will include one period of performance 18 December 2021 – 17 December 2022 for the MarkView subscription renewal and annual software maintenance. The contract will provide MarkView license support to the C5ISC FINCEN Core Accounting System (CAS), which will remain in a read only status during the cutover and utilization of Financial System Modernization Solution (FSMS). Kofax MarkView software is the only software that performs all the functions necessary to support USCG FINCEN. Kofax MarkView proprietary software is owned by Lexmark. The maintenance and subscription are available only through Kofax. This notice is for the continued use of the Kofax Mark View licenses and software and software support and subscription. Use of such brand name description is essential to USCG requirements, thereby precluding consideration of a product manufactured by any other company. The purpose of the contract, if executed, will be to ensure the continuity of mission critical software and hardware support for the U.S. Coast Guard. The C5ISC Procurement and Contracting Organization intends to negotiate this contract on a sole source basis with Kofax Incorporated, in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE IS NOT A REQUEST FOR A COMPETITIVE QUOTE. Competing this requirement and awarding to any other entity would result in substantial delays and disruption of several key projects already in progress and would also increase the overall cost to the government. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government’s requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least fifteen (15) days after the publication of this response, the extension will be awarded without further notice.
