Description:
The Great Lakes Saint Lawrence Seaway Development Corporation(GLS) has a requirement to increase the scope of an active contract to approximately $30,000.00. The original contract was not posted to the Government Point of Entry(GPE) at sam.gov because the proposed contract action did not meet the dollar threshold (less than $25,000) in FAR 5.101(a) (1) for synopsis. However, it was completed under simplified acquisition procedures, and three offers were received. After the work on the original contract was at approximately 70% completion, unrelated ground contamination was discovered at the worksite, and all work came to a stop. On or about June 06, 2021, GLS launched an investigation into the extent of the contamination. The result of the investigation was full remediation of the worksite and surrounding areas. Remediation involved removing approximately 3,350 tons of contaminated soil and was not completed until October 09, 2021. During remediation, some of the current contractor's work was removed and destroyed for and during remediation. This work must now be completed again at the cost of the government. Also, there was a conduit and other materials removed and destroyed for remediation that was intended for reuse in the original contract. It is in the best interest of the government for the current contractor to repair and replace this material as part of their work. The GLS intends to award the additional work to S&L Electric, Inc., Colton, NY. The new contract period of performance competion date is expected to be November 30, 2021.
