Description:
The Federal Emergency Management Agency (FEMA) intends to negotiate on a sole source basis with Sierra Wireless Suite 900-400 Interstate N. Parkway SE, Atlanta, GA 30339, as the only responsible source that can provide maintenance and services support for FEMA's Asset Tracking Management (ATM). The NAICS code for this requirement is 541512. The existing requirement is to provide data infrastructure, network feeds, maintenance, service, and support by managing FEMA’s Global Positioning Service (GPS) transponder inventory, transponder depot operations, commercial trailer transponder return kits, and servicing and activation of GPS transponders. These transponders are identified by Electronic Serial Numbers (ESNs) recorded by the Warehouse Management (WM) application belonging to the Logistics Supply Chain Management System (LSCMS) within LSD. As transponders are distributed and affixed to FEMA trailers or affixed to FEMA assets, the LSCMS application provides in-transit visibility of the movement of the commodity. This in-transit visibility is relayed by GPS feeds via satellite communications. The ATM service (through Sierra Wireless) provides a 24x7 Network Operations Center (NOC) and Helpdesk to ensure continual and qualified technical support to FEMA GPS transponders and services. Sierra Wireless owns the rights to FEMA’s transponder signals and is the only vendor authorized to work with FEMA’s current transponder inventory which includes the data feeds and battery algorithms. All current FEMA-owned transponder devices operate on the Globalstar satellite network under Sierra Wireless’ Value Added Reseller (VAR) account. The current Operational Support Technicians (OST) located at FEMA Distribution Centers (DCs) are Sierra Wireless. A Firm Fixed Price and Time and Material contract with one (1) 12-month base period and four (4) 12-month option period is anticipated. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intent to solicit and negotiate only with this source. This notice satisfies the requirement outlined in the Federal Acquisition Regulation (FAR) 5.201(b)(l), to publicize synopses of the proposed contract actions. In accordance with FAR 5.207 (c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the contracting officer. Period of Performance – The Period of Performance will be November 7, 2021 through November 6, 2026. Responses must be received no later than 5:00 PM, EST, October 28, 2021 to Dr. Michelle.Duncan@fema.dhs.gov.
