Original Set Aside:

The United States Agency for International Development/Philippines (USAID/Philippines) intends to make a sole source award to Green Powered Technology LLC (GPTech) to complete the construction design and blueprint, including support and construction oversight for eleven agribusiness facilities on the islands of Malaita Province in the Solomon Islands. The anticipated completion time for this service is September 30, 2023 at an estimated additional cost of $764,000. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70 b.5 Impairment of Foreign Aid Programs, which states that full and open competition need not to be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief and rehabilation. GPTech completed the architectural and engineering analyses, feasibility studies, designs and construction oversight of small scale infrtastructure projects sites in the Solomon Islands. The selection of the final sites requiring the construction oversight of an A&E firm was recently finalized. No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
