Plagiarism Detection Tool Statement of Requirements (SOR) The purpose of this document is to request information to determine what suitable plagiarism detection solutions are available for Air University degree programs. The focus for an adequate plagiarism detection or content similarity tool is to locate and identify instances of plagiarism or copyright infringement. The ability to plagiarize work has been made easier with the use of the internet. AU holds its students to a high ethical standard. A tool that will detect plagiarism and content similarity will assist in maintaining our high standards of excellence. Functional Requirements The following functional requirements are required for any plagiarism detection tool provided as a solution for use within The Air University. The Plagiarism Detection Tool solution must: Evaluate manuscript submission against academic databases from universities and global databases Evaluate papers to detect similarity with internet resources Evaluate papers to detect similarity to other AU submissions Produce an Originality Report and score based on matching text (which includes references) Provide a comprehensive citation-based plagiarism detections analysis Provide a comparative analysis of content similarity Produce a similarity score outcome of the content similarity analysis Be Internet browser and device agnostic Support the use of search engines for further comparative analysis Display the percentage of plagiarism, the percentage of uniqueness, and the text relevant to the plagiarized content to diminish the effects of plagiarism Produce a plagiarism report Provide user tutorials Provide up to 13,000 FTE student accounts Track and analyze academic writing for plagiarism infractions Identify when students have manipulated text to circumvent similarity checks Report detailing the percentage of written material matched other sources Include publications from all leading peer-reviewed journals in similarity check Check for unauthorized sharing of work between students within the institution and across different institutions. Provide resources that equip educators to address underlying skill gaps leading to plagiarism Private repository that prevents submissions from being shared outside Connect with typical STEM journals (~100), to ensure student have not plagiarized work that has been published in these technical publications. Responses to this Request for Information must provide a response to each of the above functional requirement (i.e. capabilities of the tool) listed above. We respectfully request that all responses to this Sources Sought request provide a Rough Order of Magnitude (ROM) for the solution you provide to meet all Air University’s requirements. The ROM should be based on an annual requirement to inspect and report on any instances of plagiarism that may occur for 13,000 full time equivalent students. Expected volume of content is estimated to be 64,500 pages of written content to be checked for plagiarism. Additional information regarding other functionality the Plagiarism Detection Tool provides will be greatly appreciated.
