A&AS V Pre-solicitation Notice In accordance with FAR 5.204, this is a pre-solicitation notice for the reacquisition of United States Air Forces in Europe (USAFE) Advisory and Assistance Services (A&AS). This is a notice of intent and does not constitute a Request for Proposal or obligate the Government to award a contract. No response to this notice is required. Synopsis: Headquarters United States Air Forces in Europe- Air Forces Africa (HQ USAFE-AFAFRICA (U-A)), U-A bases, U-A geographically separated units, U.S. European Command (EUCOM), US Africa Command (AFRICOM), U.S. Army in Europe (USAREUR), and tenant activities located on any USAFE base or USAREUR post have requirements for A&AS, and will be supported by A&AS V. The proposed contract shall serve as a vehicle to provide broad technical and analytical services to support and improve policy development, decision-making, and management and administration, as well as improve the operation of systems within the primary using activities’ areas of responsibility. Outputs may take the form of information, advice, alternatives, analyses, evaluations, recommendations, training and the day-to-day aid of support personnel needed to complement the Government’s technical expertise. The required support for A&AS will fall into one of the following categories: 1) Management, Operational and Professional Support Services, 2) Engineering and Technical Services, and 3) Studies, Analyses and Evaluations. The proposed contract period of performance includes a 5-year ordering period with on- and off-ramp procedures, but no option periods. Performance on all task orders will end 24-months after the end of the ordering period. This is a non-commercial requirement, which is anticipated to result in a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum of two awardees and no maximum limit of awardees. This is a competitive acquisition utilizing full and open competition procedures. Foreign companies are permitted to propose, but must be in compliance with the facility clearance requirements. The solicitation is expected to be issued via PIEE around the middle of Aug 2022, with responses due 45 days thereafter. A pre-proposal conference is not anticipated. Contract award is anticipated in February 2023. All prospective offerors are responsible for retrieving updated information via SAM/PIEE, to include but is not limited to, industry questions and responses and, once posted, the solicitation with attachments and any amendments thereto. No telephone or written requests for the solicitation package will be accepted. Prospective contractors are encouraged to ensure registration in the System for Award Management (SAM) – formerly the Central Contractor Registration (CCR). SAM registration must be completed to be considered eligible for award. Representations and Certification must also be updated via SAM.
