Sources Sought (Request for Interested Manufacturers) FROM: Mori Russell TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098 FBO Post Title: Request for Interested Manufacturers of 2915-01-597-3485TM, RQ-4 Global Hawk Pump Aux Scavenge Assembly SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the following Global Hawk NSN: FSC NIIN OEM NOUN P/N CAGE 2915 015973485 Rolls Royce PUMP AUX SCAVENGE ASSEMBLY 23088351 63005 ITEM DESCRIPTION The RQ-4 Global Hawk is part of an integrated Intelligence Surveillance, and Reconnaissance (ISR) constellation providing accurate, timely, decision-quality, and critical information to decision-makers, shooters, and other warfighters. The fleet supports missions in AFRICOM, EUCOM, NORTHCOM, PACOM, SOUTHCOM, and CENTCOM. The Auxiliary Scavenge Pump is a two part component that is necessary to prevent oil foaming at high altitude, it also recovers scavenged oil from the engine and accessory-driven gearbox (ADG) and return it to the oil tank. The pump is located on the forward lower-right mounting bracket on the engine just above the ADG, the auxiliary scavenge pump controller mounts to the forward upper-right mounting surface and connects to the aircraft for monitoring and the pump. Impediment to Competition: The original equipment manufacturer for this item is Rolls Royce. Rolls Royce, the OEM, maintains their configuration by part number. The Government does not own any technical data, drawings, schematics, or any other releasable data in support of this requirement. As a result, the company discussed above is the only known source with adequate knowledge of the Global Hawk performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a limited sole source contract to the vendor discussed above for the manufacture of Global Hawk replenishment spares. Other interested parties may identify their interest and capability in producing the NSN listed above. Respond to the requirement no later than August 18, 2022 by emailing Mori Russell at mori.russell@us.af.mil and/or Terrence Wideman at terrence.wideman.2@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One (or a limited number) Responsible Source(s) and No Other Supplies or Services Will Satisfy Agency Requirements.
