Description:
Amendment 1: The purpose of this amendment is to answer questions submitting by offerors as well as extend the proposal submission deadline through 02/10/2022. See the new attachment for the answers to questions. - - - This is a combined synopsis/solicitation being issued under the authority of FAR 13.5. The Library of Congress requires contractor support to fulfill an array of photochemical preservation and restoration project requirements of NAVCC (National Audiovisual Conservation Center), including but not limited to the preservation/restoration of historic motion picture films. Photochemical restoration work under this IDIQ (Indefinite Delivery/Indefinite Quantity) [the Library may award one, or mutiple IDIQ contracts as a result of this competition] contract will range from silent era, highly shrunken nitrate with major damage to sound era films both color and black and white that show varying levels of damage. Films to be photochemically preserved will be primarily 35mm with various aspect ratios. On occasion, there will be the need to incorporate multiple formats and film sources to complete a full restoration of a specific project. Using multiple sources to complete a film restoration will require the knowledge, skills and abilities to match these sources as close as possible following the highest industry standards. The Contractor's shall be required to work with other third party contractors on film restoration projects (that contain digital image, digital sound, or both) via other IDIQ holders. The first film to be restored under this competition is "The Spook Who Sat by the Door." Please see the attached documents for the solicitation and its attachments.
