Description:
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement KPG-45kW Prime Power generator with Long Run oil tank per Statement of Work, to include delivery to Juneau, Alaska. Little Port Walter is a field research station located remotely on Baranoff Island in Alaska. It is 110 air miles from Juneau Alaska. A reliable source of power is required as we move into winter. In 2018 we purchased three 45kW generators through an open solicitation and awarded to the lowest priced technically capable bid. Within a year one of the three generators failed, and was not repaired under warranty because of the number of hours on the generator. Within a second year, a second generator failed. And at this time we are dismantling the first generator in an attempt to rebuild the second generator. We have no confidence in the remaining generator, or that the 2nd generator can be repaired and will be reliable through the winter. Time is of the essence. It is crucial to the safety of our personnel at this station, which is only reachable by boat or float plane, that we have a reliable source of power, and that we get this in place at the earliest possible opportunity. Technical specifications: The KPG-45kW generator is assembled by Equipment Source Inc. in Fairbanks, Alaska and tailored to meet the extreme conditions of the Alaska environment. The systems are simplified to provide power without the complexity of computer controls. This unit also meets the EPA requirements identified in CFR 40 part 60 Subpart IIII, (40 CFR 60.4219) for operation in the remote roadless areas of Alaska. The Specifications for this generator are as follows: Engine Configuration: Kubota Engine V3800DI-T-E3BG, Tier 3, Turbo Charged Long Run Oil Tank Configuration (allows 3000 hours between oil changes) Dual Oil Filter System Generator is open skid mounted Cooling: Radiator Cooled Fuel: Diesel Generator Configuration: KW Rating 45KW Continuous Voltage 60Hz,120/208V,3Ph,4W (Reconnectable) Generator: Four Pole, Brushless, Single Bearing, PMG Control System Temperature Rise: 105C Prime Controller: Long Run Oil Tank: 26 Gallon Oil Tank For Extended Long Run Intervals Unit mounted Muffler Winterized 120V Engine Block Heater 120V Oil Pan Heater Fumoto Oil Drain Controller: Dyna Gen Control Panel TG410 Auto Capable Oil pressure and water temp monitoring Controller includes a 5 Foot tether for remote mounting DELIVERABLE SCHEDULE: Delivery 2-4 weeks after receipt of order (ARO) or sooner FBO AML, Sitka, AK This is an urgent request for the purchase of a replacement generator for the Little Port Walter Field Research Station.
