A. General Information The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) has a campus located in Gaithersburg, MD. The Program Coordination Office (PCO) needs to renew its subscription for Incites, a customized, citation-based research evaluation tool that will enable them to conduct analyses on their productivity and benchmark their output against peers worldwide. The purpose of this sources sought is to determine if there are any comparable solutions in the marketplace that will mee the requirements specified below. B. Requirements They need a product that supplies all the data and tools that can easily produce targeted, customized reports and to conduct in-depth analyses of NIST’s role in research, as well as produce focused snapshots that showcase particular aspects of research performance. PCO needs to be able to: (1) pinpoint influential and emerging researchers and research trends; (2) showcase strengths and identify potential areas for growth; (3) set measurable goals; (4) allocate funds accurately and intelligently; (5) monitor collaboration activity and track new collaboration opportunities; (6) support accreditation activity, funding proposals, legislative agendas, and (7) plan a research strategy with metrics that can be tracked over time. This comprehensive resource supplies all the data and tools that will be needed to easily produce targeted, customized reports, all in one place. Users can conduct in-depth analyses of NIST’s role in research, as well as produce focused snapshots that showcase particular aspects of research performance. NIST is seeking if there is something equal to InCites that allows users to: Compare research performance against other institutions, world-wide and specific field benchmarks Pinpoint influential and emerging researchers and research trends Showcase strengths and identify potential areas for growth Set measurable goals; allocate funds accurately and intelligently Monitor collaboration activity and track new collaboration opportunities Support accreditation activity, funding proposals, legislative agendas, alumni appeals, faculty and student recruitment Plan a research strategy with metrics that can be tracked over time 1. Product must include the following features: An intuitive Web interface Metrics based on objective and respected data, including from the Web of Science Standard analytics and benchmark data Metrics on research performance, funding and reputation Customer-specific datasets and metrics Reporting functionality, summarization, and visualization Links to Web of Science records Ability to export data, reports and graphs in multiple for formats Ability to create PDFs to share and distribute Provide a search interface; Provide 24/7 electronic access to Incites from users’ desktops or anywhere within the NIST domain; Externally hosted database with IP authentication; Product should enable PCO to answer questions such as: How many papers did NIST/USA produce? What papers are most influential in which field? What authors are rising stars? How can I know individual researchers’ H-index? Or a department’s? How does NIST compare to peer institutions – or aspirational peers? What are the strongest fields at NIST? Which ones need improvement? What is the average citation rate at NIST? Or in selected fields? Who is collaborating with whom? And how often? How does NIST’s reputation compare to our output? And to our research income? Period of Performance The period of performance shall be one year from the date of award, plus two (2), one (1) year options. Delivery All content shall be accessed via the web. Internet connectivity shall make the content available to users via IP authentication. The NIST IP addresses will be provided upon award. Instructions to Responders: Interested parties that have the capabilities to meet the Government’s basic requirements are requested to email capabilities statement of no more than 10 pages, describing their abilities to meet all requirements to monica.brown@nist.gov no later than the response date of August 18, 2022, 11:59 p.m. EST for this sources sought notice. The report should include relevant information to your capabilities including any requirements that cannot be met or is deemed close to but not meeting an identified requirement. Also, the following information is requested to be provided as part of the response to this sources sought notice: Name of company(ies), their addresses, and a point of contact for the company (name, phone number, fax number and email address) that provide the services for which specifications are provided. Indication if the company(ies) are small business and/or any other social economic category(ies). Indication of whether the services required are currently on one or more GSA Schedule (i.e. Multiple Award Schedules [MAS]) contracts and, if so, the GSA MAS contract number(s). Indication if the company(ies) can provide all, or some, of the services. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
