The Millennium Challenge Corporation (MCC) (www.mcc.gov) enters into multi-year grant agreements with foreign governments. As part of these grant agreements, the foreign government establishes a program implementation unit, known as an Accountable Entity (or “MCA”), which is legally separate from MCC and manages the grant on behalf of the foreign government. The objective of this requirement is for MCC to identify up to three qualified firms (“BPA holders”) who can rapidly respond to call orders for the recruitment of personnel for MCAs worldwide – in all current or future eligible countries. As part of the contemplated solicitation, MCC may also seek to award the first call order against the BPA for recruitment efforts for MCA-Timor-Leste and MCA-Indonesia II. MCC is pleased to announce an Industry Day for contractors interested in providing staff recruitment planning and implementation services for MCC accountable entities. The event will be held virtually on July 14, 2022 from 9:00 am to 11:00 am ET. Each individual participant must register independently in order to receive login instructions. To register, please complete the registration form on Eventbrite, provided in the Links section of this announcement, by July 13, 2022 at 5:00 pm ET. There is no registration fee for this event. A draft Statement of Work (SOW), including deliverables and staffing requirements for the BPA and Call Order 1, are attached for review prior to the event. Please submit your questions and feedback via email to Ms. Safaa Abdelrahim at abdelrahimsa@mcc.gov and Ms. Jacqueline H. Naranjo at naranjoj@mcc.gov by July 12, 2022. MCC will address the most pertinent questions/comments during the industry day. There will also be a mechanism for submitting questions during the event. To encourage and facilitate partnering opportunities, MCC will post the list of attendees on SAM.gov after the industry day, in addition to all other written event materials. All contractors (large and small) that are interested in this requirement for prime and subcontracting opportunities are encouraged to attend the event. Individuals/vendors who would like to be removed from the public attendee list must email abdelrahimsa@mcc.gov and naranjoj@mcc.gov to request their removal. Please continue to monitor SAM.gov for any amendments to this Industry Day Special Notice. Note: The hosting of an Industry Day does not constitute or guarantee the issuance of a formal solicitation. No solicitation documents exist at this time. Participation in the Industry Day is neither mandatory nor is it a requisite to future participation by a contractor in any future solicitation for these services. The Government will not reimburse participants for any expenses associated with their participation in this event.
