Description:
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, National Marine Fisheries Service (NMFS) and Pacific Islands Fisheries Science Center (SWFSC) intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Ligero Technical Services, out of Austin, TX, for an Elemental Scientific Micromill2 system. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that Elemental Scientific Micromill2 system that meets the requirements and Ligero Technical Services are the sole distributor of the Micromill product. The following unique features that are necessary for mandated research conducted by PIFSC: 1) ESL’s proprietary ActiveView2 application software, which includes ESL’s workflow concept, enabling users to import images from other sources directly into live experiments, to utilize the unique layer management feature for image overlay and alignment and to continuously place new scans during active drilling runs. 2) Submicron sample motion control with 50mm total range in X, Y and Z. Stage travel is optionally expandable to 100mm in X and Y. 3) A 5MP, USB3 high-resolution camera with a 10mm full field of view, optical resolution down to 5.5 microns and digital zoom down to 0.3mm field of view. The camera, coupled with ActiveView2 enables seamless digital mosaic mapping of samples. 4) An included HEPA filtered enclosure for minimal environmental contamination of the drilled sample. Delivery of the units no later than 10 weeks from date of award. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
