Description:
This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Life Technologies Corporation, 5781 Van Allen Way, Carlsbad, CA 92008-7321. The Stable Cell Line Generation Service is needed to incorporate a TH-mScarlet reporter in the CRISPR-edited human pluripotent stem line that contains NES-EGFP. It will allow a large knock-in-cell in the Tyrosine Hydroylase gene(NM_000360.4). The reporter cell line will express a fluorescence marker (mScarlet) under the control of a gene (TH) that is specific for dopaminergic neuronsCUB-15769. Not acquiring this service from Life Technologies Corporation would compromise the research for the NIEHS. The applicable North American industry Classification System (NAICS) code for this procurement is 325414 “Biological Product (Except Diagnostic) Manufacturing.” Its associated Business Size Standard is 1250.00 EM. NIEHS will solicit and negotiate directly with Life Technologies, Corporation, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM.GOV) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM, Jul 13, 2022. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Life Technologies Corporation.
