THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition provides for Organizational, selected Intermediate, and limited Depot level maintenance, and logistics support services for the Navy F/A-18C/D/E/F, EA-18G, MH-60R/S, E-2 C/D, F-16A/B/C/D aircraft. Services will be provided at Naval Aviation Warfighting Development Center (NAWDC), Naval Air Station (NAS) Fallon, NV. NAWCAD intends to award a Firm Fixed Price (FFP) and Cost Indefinite Delivery Indefinite Quantity (IDIQ) contract to the incumbent vendor DynCorp International, LLC (DynCorp) for an additional eighteen (18) month ordering period from 01 April 2022 to 29 September 2023. Please be advised that a competitive follow-on contract for this requirement is planned with an expected award in 4th quarter FY23. The current bridge effort is being set up for an eighteen (18) month ordering period for continued contractual coverage. Upon award of the competed follow-on requirement this bridge contract shall be terminated. At this time, DynCorp is the only source that can provide continued support to maintain critical fighter pilot training, combat mission readiness, and training of Carrier Air Wings and Strike Groups during this ordering period without an unacceptable delay or interruption to the Fleet. This Organizational, selected Intermediate, and limited Depot level maintenance, and logistics support services is critical in ensuring Navy F/A-18C/D/E/F, EA-18G, MH-60R/S, E-2C/D, F-16A/B/C/D are operational and configured with required weapons systems for all training evolutions allowing continuous warfighting effectiveness assessments. Interruptions in this support could cause significant degradation of operational readiness levels for DoD assets deploying into global theatre operations directly impacting national security at home and abroad. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Although this notice of intent is not a request for competitive proposals or quotes, interested parties may submit comments in writing to the Contract Specialist, Ms. Sarah Carter, sarah.b.carter8.civ@us.navy.mil, no later than 11:00am EST on October 28, 2021.
