Original Set Aside:

The U.S. Coast Guard Director of Operational Logistics (DOL) Division 94, on behalf of the Port Security Unit (PSU) 301 intends to award a Firm Fixed-Price, sole source contract to AAR Manufacturing, Inc. (AAR Mobility Systems) for the repair of ISU-90s under authority FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one responsible source and no other supplies or services will satisfy agency requirements that are indicated in the attached Statement of Work. This Notice of Intent is NOT a Request for Proposals or Quotations. The Contracting Officer determined that the circumstances of the contract action deem only one source reasonably available (FAR 13.106-1(b)(1)(i). Interested parties that believe they could satisfy the requirements listed may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
