Original Set Aside:

The Naval Medical Logistics Command intends to negotiate, on behalf of the Drug Demand Reduction Program labs, on a sole source basis (IAW FAR 13.501) with Hamilton Company, 4970 Energy Way, Reno, NV 89502-4123. as the only sole source to conduct maintenance service support (i.e., general, preventive, and repair maintenance, telephone support, software and hardware upgrades and updates, repair and upgrade parts) on government-owned Hamilton Microlab STAR Liquid Handling System, as not to void the OEM warranty. The equipment is located at Navy Drug Screening Laboratory (NDSL) Great Lakes, Illinois; (NDSL) Jacksonville, Florida; Army Forensic Toxicology Drug Testing Laboratory (AFTDTL) Fort Mead, MD; (AFTDTL) Tripler Army Medical Center, Hawaii; Headquarters Air Force Drug Testing Laboratory (AFDTL) Lackland Air Force Base, Texas, and Armed Forces Medical Examiner System, Dover, DE. Base period of performance is from 22 March 2022 to 21 March 2023. Four one year option periods starting on 22 March 2023 and ending on 21 March 2027. This acquisition is being conducted under simplified procedures for certain Commercial Items IAW FAR 13.5. There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America industry Classification System (NAICS) 811219 with a Small Business Size Standard of $22,000,000.00. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Jan Harding, Jan.t.harding.civ@mail.mil and Mindy.R.Franks.civ@mail.mil by 9 AM ET on 2 November 2021.
