NAVFAC EURAFCENT PSC 817 BOX 51 FPO AE 09622 RFP No. N33191-22-R-4000 – Renovations at Building 639 - Naval Air Station II, Sigonella, Italy Contact Point: Graeme Silva, Contract Specialist, e-mail: Graeme.Silva@eu.navy.mil. This notice does not constitute a request for proposal, request for quote, or an invitation for bid; it is solely used as a solicitation of interest notice. This is a Design Bid Build project located on Naval Air Station II Sigonella in Sicily, Italy. The Dollar Value of this project is $10,000,000.00 to $25,000,000.00. The purpose of this procurement is to repair the mission critical building systems throughout Bldg. 639. The work will consists of but is not limited to: major electrical upgrades (capacity, generator(s) replacement, light fixtures (interior and exterior), lighting protection system, and building grounding system); elevators (control system replacement and interior finishes replacement); fire protection system (installation of smoke detection system and replacement of sprinkler system); mechanical systems (HVAC upgrades, Variable Air Volume (VAV) air handling unit upgrade, VAV boxes (with hot water reheat, boilers, pumps, ductwork, piping, controls) and plumbing); building roof replacement; and the demo/movement/repair/replacement of interior/exterior finishes and interior/exterior door frames. The estimated square footage is 50,000 square feet interior and 35,000 square feet exterior. This project is required to be phased: Phase 1 will consist of the renovation of the Ground Floor. Phase 2 will consist of renovation of the First Floor. The Government is soliciting interest from prime contractors with experience constructing and/or renovating single or multi-story administrative and communication facilities, data processing facilities, operations centers, intelligence centers or similar facilities that are 465 SM (5,000 SF) or greater. The prime contractor firm shall be a United States (U.S.) Prime (Required) to manage and renovate the facility with a Facility Clearance Level (FCL) and Safeguarding capability granted by the Defense Security Service (DSS) at the SECRET level. Local National labor (Restrictions apply) may be used to build and perform general construction. Only U.S. Cleared workers will be authorized to complete finishing work. Project Site Access: It is estimated that 20% of the project scope must be performed by United States (U.S.) Citizens (workers) with security clearances only. Other areas will not require United States Citizens (workers) but will require an escort during construction. The contract period of performance is anticipated to be 700 calendar days. The project will be solicited as a One Phase Low Price Technically Acceptable approach. The solicitation will be available on or about 15 November 2021. Plans and specifications will not be provided in hard paper copy.
