This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), National Institute of Mental Health (NIMH), Laboratory of Molecular and Cellular Neurobiology, intends to award a fixed price contract with one (1) twelve-month base period to Nikon Instruments Inc, Melville, NY on a sole source basis to continue to Nikon service equipment maintenance contract for Nikon Confocal Microscope, more specifically Nikon AIRsi with TIRF and N-SIM Storm and Laser Peripherals. This is the last year maintenance will be needed for this equipment as after next year the equipment will be outdated and off contract. This work specified as the Nikon Bioscience N-SIM/STORM System Service Contract Agreement, includes parts, labor, travel, on-site service maintenance for one year. This is an annual renewal of the National Institute of Mental Health (NIMH), Laboratory of Molecular and Cellular Neurobiology service equipment maintenance contract for Nikon Confocal Microscope, more specifically Nikon AIRsi with TIRF and N-SIM Storm and Laser Peripherals with Nikon Instruments Inc, Melville, NY. Nikon Instruments Inc. will provide a qualified technician to provide maintenance as needed on the laboratory’s Nikon N-SIM Super-Resolution Microscope System and laser peripherals and computer. This work specified as the Nikon Bioscience N-SIM/STORM System Service Contract Agreement, includes parts, labor, travel, on-site service maintenance for one year. Service shall be performed by a factory trained Field Service representative. Service shall consist of, but not limited to, examination of all functioning parts, replacement, or repair of worn or unserviceable parts, adjustment and calibration made with the expressed intent of maintaining the instrument to the manufacturer’s original specifications. When necessary, this includes complete dismantling, parts replacement, reassembly, and thorough testing and adjusting. As such, no other vendor can provide the Government with the required service and maintenance renewal. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Christopher Halstead, Contract Specialist, Christopher.Halstead@nih.gov by the due date and time marked in this notice.
