Description:
The Federal Railroad Administration (FRA) intends to award a sole source contract to Corsentino Construction Inc. for project entitled “Construction Completion of the Fire Station and the Workspace Areas at the Storage Maintenance Building (SMB) at the Transportation Technology Center (TTC) in Pueblo, Colorado.” Corsentino Construction Inc. is fully capable and qualified to provide the general contractor services to TTC to finalize the phased refurbishment of the Fire Station and workspace area of the Storage Maintenance Building (SMB), to meet current International Building Code (IBC), that will house a 24/7 fire brigade according to NFPA 600 standards, to protect the newly replaced firefighting fleet equipment based upon the following: Corsentino Construction Inc. possesses the knowledge, and capability required to finalize the phased refurbishment of the Fire Station and workspace area of the Storage Maintenance Building (SMB), to meet current International Building Code (IBC), that will house a 24/7 fire brigade according to NFPA 600 standards, to protect the newly replaced firefighting fleet equipment, and to assure a current and future facility condition that can adequately support FRA activities and emergency response requirements. A full and open competition to complete the work would cause intolerable delay to the completion of the Fire Station and Workspace Areas and pose an emergency response risk to the Government at TTC.The proposed contract action, for which the Government intends to solicit and negotiate with single source, is under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an email to the FRA point of contact, Akwasi Kankam at akwasi.kankam@dot.gov no later than 12:00 p.m. ET, Wednesday, August 18, 2022, expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
