Description:
NOTICE OF INTENT: The U.S. Army Contracting Command - Orlando intends to award a sole source, Firm-Fixed Price (FFP) GSA Schedule 70 47QTCA19D00MV purchase order to AT&T Mobility LLC for the Joint Readiness Training Center (JRTC) Combat Training Center Instrumentation System (CTC-IS) wireless data plan. The wireless data plan is required to conduct training operations on Fort Polk Louisiana. Thousands of fielded devices are using the current AT&T data services and the Government is not going to replace the installed AT&T hardware until future upgrades are required. The recently fielded and approved devices are designed to operate on the AT&T wireless infrastructure that covers 95% of the JRTC training area. The CTC-IS requires a commercial cellular backbone for transmission of instrumentation and processing of data. The data plans will utilize the installed infrastructure within the training area. The proposed North American Industry Classification System (NAICS) Code is 517312 Wireless Telecommunications Carriers (except Satellite), PSC D304 IT and telecommunications and transmission, with a corresponding size standard of 1,500 employees. The proposed contract action for which the Government intends to solicit from and award to one source is in accordance with FAR 8.405-6(a)(1)(B), "only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." The Government intends to execute this award on or around 1 Feb 2022. This notice is neither a request for quotation nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
