COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is for the establishment of multiple five year Blanket Purchase Agreements (BPAs). The Government also reserves the right to award one or zero BPAs as a result of this solicitation. In order to receive a BPA, offeror must provide narrative description which demonstrates that its quote complies with all the terms of SOW at Attachment 0002 and validate that they are located (either home office or satellite location) within 75 miles of Concord, California by providing the address of the site from which delivery would be made. Additionally, the Government intends to award one immediate call order (Period of Performance 03NOV2021 – 03FEB2022) to one of the resultant BPA holders. Please provide quote for the competitive Call Order using attached price matrix (Attachment 0001) for the first call order to be initiated following the signing of the BPA(s). The immediate Call Order will be awarded to the vendor that quotes the lowest total price (including delivery charges as applicable) for the order. Future call orders will be competed amongst all BPA holders and may be awarded based on price, schedule, past performance, and/or other factors as identified by the Government. (ii) The combined synopsis/solicitation number is PANROC-21-P0000 006139. The solicitation is issued as a request for quotation (RFQ). Vendors who are not registered in the System for Award Management (SAM) database prior to award will not be considered. Vendors may register online at www.SAM.gov . (iii)This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07. (iv)This requirement is a 100% small business set-aside. The associated North America Industry Classification System (NAICS) Code is 324199 and the Business Size Standard is 500 employees.
