Original Set Aside:

The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with Elma Electronic Inc. in accordance with FAR 6.302-1 for the award of a Receiver-Transmitter Graywing Gen3 Chassis. NRL is requesting two (2) 5U 19” Rackmount ruggedized VPX chassis with a custom-built backplane, which will upgrade the existing Receiver-Transmitter currently under development at NRL’s Tactical Electronic Warfare Division (TEWD). The chassis includes a developmental software designed by NRL to interface with a system monitor component (SysMon) designed by Elma Electronic. The NRL software interface utilizes Elma’s SysMon to report operational status to both a front panel display and forwards this information to remote command stations. The upgrade is a similar chassis that will need to interface with the same software and SysMon that is currently deployed throughout the US Navy Fleet. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Any submitted capability statement, proposal, quotation, or supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received shall be considered by the agency; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
