Source Sought Notice 47PL0122R0004 USCIS Construction – AFB The purpose of this Sources Sought notice is to determine availability and capability of qualified Small Businesses, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses, or HUBZone small businesses. This notice does not preclude a large business from submitting their capabilities statement and interest to the project. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. This procurement will be advertised under North American Industrial Classification System (NAICS) code 236220 – Commercial and Institutional Building Construction. The small business size standard for NAICS code 236220 is $39.5M in average annual receipts over the past three (3) years. General Information US Federal Building & James M. Fitzgerald Courthouse /Anchorage Federal Building (AFB) is located at: 222 W 7th Ave Anchorage, AK 99513. Scope Summary United States Citizenship and Immigration Services (USCIS) is currently located in the Michael Building in Anchorage. This construction project will build out space in the AFB in order for the agency to relocate before the current lease expires. USCIS will occupy approximately 5100 square feet on the 1st floor of the AFB. The construction scope will include but is not limited to HVAC, electrical, fire/life/safety, telecom, information technology, ceiling components, lighting and structural improvements. It includes demolition and construction of new walls, doors, lights, switches, outlets, casework, offices, a network room, and sound attenuation. Magnitude of Construction Project is Between $1,000,000 and $5,000,000 (Close to the lower end) IAW FAR 36.204. See the attached DRAFT Statement of Work dated September 13, 2021 for detailed information. RESPONDING TO THIS SOURCE SOUGHT: Interested small business vendors in the categories listed above shall submit their capability statement electronically, limited to 5 double sided pages. The capability statement shall be in sufficient in detail to allow Government to determine the organization's related qualifications to perform the work. The statement shall include: 1. Company Identification a) Company name. b) CAGE code. c) Company Address d) Point of Contact 2. A statement describing the company's interest in performing the work. 3. Description of facilities construction experience – List project name or agency, contract number and value. 4. Statement of capability to bond for a project in the $1M - $5M range. 5. Contact information, Point of contact name, Phone number, E-mail address and web address (if available). Companies providing above referenced material are requested to limit their submission to no more than 5 double-sided pages. Responses should be emailed not later than the date specified in this source sought notice as follows: jong.kim@gsa.gov and thupten.tsering@gsa.gov. Each response will be reviewed by the Contracting Officer for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from qualified and responsible small business concerns. All information furnished to the Government in response to this notice will be used for review purposes only. All interested parties are required to respond to this sources sought announcement via email not later than 1:00 pm (Alaska Standard Time) on Tuesday, November 2, 2021. NOTE: The following Clause will be incorporated into the Contract. FAR 52.223-99, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (OCT 2021) (DEVIATION) (a) Definition. As used in this clause – United States or its outlying areas means— (1) The fifty States; (2) The District of Columbia; (3) The commonwealths of Puerto Rico and the Northern Mariana Islands; (4) The territories of American Samoa, Guam, and the United States Virgin Islands; and (5) The minor outlying islands of Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Islands, Navassa Island, Palmyra Atoll, and Wake Atoll. (b) Authority. This clause implements Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors, dated September 9, 2021 (published in the Federal Register on September 14, 2021, 86 FR 50985). (d) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (d), in subcontracts at any tier that exceed the simplified acquisition threshold, as defined in Federal Acquisition Regulation 2.101 on the date of subcontract award, and are for services, including construction, performed in whole or in part within the United States or its outlying areas.
