AMENDMENT 0002 POSTED 07/15/2022 The purpose of this amendment is to incorporate changes as follows: Update Section L.6. Page Limits – the total number of pages for Volume 1 – Technical Capability / Past Performance is increased by 5 pages, from 20 to 25 total pages. The Government's responses to RFQ questions are provided as an attatchment to this amendment. No other changes, additions, deletions or extensions are made. END OF AMENDMENT 0002 ========================================================================================== AMENDMENT 0001 POSTED 06/28/2022 The purpose of the attatched Amendment 0001 to RFQ 953324Q0084 is to incorporate changes as follows: 1. Reduce the anticipated period of performance from twelve (12) months to nine (9) months. As a result, Section F – subsection F.1. Period of Performance has been updated (changes highlighted within the attached amendment). 2. Update Section I – Contract Clauses as follows: Remove clause 52.216-24 Limitation of Government Liability (APR 1984). The resulting firm fixed price contract will be fully funded. Add clause 52.232-40 Providing Accelerated Payments to Small Business Subcontractors (Nov 2021) – this clause is hereby incorporated by reference. 3. Replace Section M – evaluation will be conducted in accordance with FAR Part 13 Simplified Acquisition Procedures. This section has been replaced in its entirety. No other changes, additions, deletions or extensions are made. Ensure that you follow the directions within section L of the solicitation regarding acknowledgement of solicitation amendments. END OF AMENDMENT 0001 ========================================================================================== This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. (i) The solicitation number is 95332422Q0084. This solicitation is issued as a request for quotations (RFQ). (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 (effective March 10, 2021). (iii) This solicitation is not a set aside. (iv) Contract line item number(s) and items, quantities and units of measure are included in Section B of the solicitation. (v) The Millennium Challenge Corporation (MCC) seeks a consultant to assist in project design of the Sierra Leone Compact as detailed within the attached solicitation document. (vi) Dates and places of delivery are included in the solicitation document. Acceptance is at the Government location and all deliveries are FOB destination, if applicable. (vii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items applies to this acquisition. (viii) The provision at FAR 52.212-2, Evaluation – Commercial Items applies to this acquisition. The following evaluation criteria are hereby included in paragraph (a) of the provision: Technical Capability Sub-factor 1 : Technical Approach/Methodology Sub-factor 2: Staffing/Team and Key Personnel Qualifications Past Performance Price (ix) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with their offer. See Section K of the solicitation. (x) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items. (xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. See Section I for the additional FAR clauses that are applicable to this acquisition. (xii) The contracting officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition. However, the terms and conditions are consistent with customary commercial practices. (xiii) Quotes must be submitted via email to Ms. Kamille Green (greenkd@mcc.gov) with a copy to Ms. Aster Mekonnen (mekonnena@mcc.gov) by no later than 2:00 PM ET on Friday, July 29, 2022.
