Sources Sought Synopsis (Request for Interested Manufacturers) FROM: Yolanda Funnye 409th SCMS/GULB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers Liquid Quantity Indicator 6680-01-394-2555LG SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Liquid Quantity Indicator, NSN 6680-01-394-2555LG, PN 697883-3. ITEM DESCRIPTION The Liquid Quantity Indicator is a system used on the Air Force C-130 Aircraft. Each primary indicator is a self-contained, computerized fuel gage that independently measures tank unit and compensator capacitance values, computes fuel quantity, and displays the data in both digital and analog formats. Basically, displays the total amount of fuel on aircraft. Impediment to Competition: Simmonds Precision Products Incorporate is the Original Equipment Manufacturer (OEM) of the Liquid Quantity Indicator in support of C-130 aircraft (CAGE 89305), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Simmonds Precision Products Inc. is the only known source with adequate knowledge of the Liquid Quantity Indicator performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Simmonds Precision Products Inc. for the manufacture of the Liquid Quantity Indicator in support of the C-130 aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than 3 November 2021 by emailing Yolanda Funnye at yolanda.funnye.1@us.af.mil and/or buyer/PCO Kenya Jackson at Kenya.Jackson.3@us.af.mil . The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
