Subversive Vehicle Rugged Display -- Sole Source Notification -- Subj: SOLE SOURCE MEMORANDUM TO ACQUIRE FLAT PANEL DISPLAY MONITORS FROM MILCOTS SAFER WORLD GROUP (Redacted) Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.” This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02). Nature and/or description of the action being approved. This action will award a firm fixed price purchase order to Milcots Safer World Group (MSWG), 211 Island Road, Mahwah, NJ 07430 for the acquisition of two (2) Liquid Cristal Displays (LCDs), retrofitted with new video controllers for the AN/SLQ-48 Mine Neutralization System (MNS) as part of the CRT (Cathode Ray Tube) Upgrade effort. The scope of this contract includes the retrofitting of sixteen (16) LCDs with an FPGA video controller, their qualification, and their use in the replacement of the CRTs currently used as part of the Control Console (CC) and Monitor Console (MC) display assemblies. A description of the supplies or services required to meet the agency’s needs (including the estimated value). Item Description And Part Number: LCD DISPLAY PM15HD-7D-MCM-PIP COTS Qty: 8 each CLIN 0002 Item: PM15HD-7D-MCM-PIP-2 Rev A 15" Rugged Panel Mount Display To Be Installed In A Higher Assembly - Consoles To Replace Obsolete Cathode-Ray Tubes. UMM GOOD** Item Description And Part Number: LCD DISPLAY PM15HD-7D-MCM-PIP-2: COTS Qty: 8 each This acquisition will be conducted using simplified acquisition procedures (Redacted). The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. (Redacted) Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B). Pursuant to 10 U.S.C. 2304(c)(1), this procurement is sole source for the following reasons. The AN/SLQ-48 MNS is a remotely piloted, unmanned mine hunting submersible consisting of commercial off the shelf (COTS) equipment. After decades of service, the AN/SLQ-48 has some obsolescence issues which necessitates the need for some subsystems to be replaced or upgraded. The monitor console is operated with the control console to track the Mine Neutralization Vehicle (MNV) and to control the MNV sonar and the mission package deployment actuators. The current CRT has limited capabilities and it no longer procurable; these characteristics will be improved with the new LCD. As the original equipment manufacturer of the display units, MILCOTS Safer World Group (MILCOTS) is the only company with the in-house resident knowledge to provide the required engineering, qualification testing, and certification of the display units to properly retrofit the display units with the required video controllers. The monitors that display this data must be accurate and be able to function properly and efficiently in this harsh marine environment. The display units manufactured by MILCOTS have been designed and ruggedized to meet harsh shipboard environments. These are the only display units that are both compatible with the AN/SLQ-48 MHS system and meet the stringent U.S. Navy environmental requirements of MIL-STD-810E, the critical shock requirements of MIL-S-901D, the vibration requirements of MIL-STD-167, and the EMI/EMC requirements of MIL-STD-461E. As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is imperative that MILCOTS upgrade the LCD units. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, MILCOTS Safer World Group is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry SAM.gov. Any other facts supporting the justification. None A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
