THIS IS NOT A REQUEST FOR PROPOSAL This is a follow on requirement to N00421-17-D-0021. Attached is the DRAFT solicitation N68520-21-R-0005 for the United States Navy (USN) Commander, Fleet Readiness Center (COMFRC) requirement for Naval Aviation Enterprise (NAE) Support Services. This requirement will provide technical, analytical and managerial support services to the NAE to sustain required current readiness and advance future warfighting capabilities at the best possible cost. In an effort to ensure the requirements/instructions in the solicitation are clear and concise, the Government is providing the opportunity for industry to submit questions, feedback or comments related to the DRAFT solicitation. Industry feedback is requested by 12:00 Noon EST on Friday 19 November 2021. Submissions will be accepted as email attachments only. Please use the attached excel RFP Question Submittal Form and submit all questions via email to meghan.huett@navy.mil and meagan.foster@navy.mil with “NAE DRAFT RFP Feedback” in the subject line. The Government is preparing to issue the formal solicitation approximately the 1st Quarter of FY22 and contract award is anticipated the 2nd Quarter of FY22. Please note these are estimated dates and are subject to change. When the formal solicitation is posted, offerors shall submit proposals to DoD SAFE by the date and time specified, as directed in Section L, paragraph 2.0. THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSIONS. Description of the Requirement: The Commander Fleet Readiness Center (COMFRC) located at Patuxent River, Maryland has a follow-on requirement to provide technical, analytical and managerial support services to the Naval Aviation Enterprise (NAE) to sustain required current readiness and advance future warfighting capabilities at the best possible cost. Work will be performed at approximately 85% Government site and 15% Contractors’ site. THIS ACQUISITION IS BEING COMPETED FULL AND OPEN, based on the sources sought notice released in January 2021 the NAVAIR Office of Small Business Programs concurs with the determination to compete full and open with no small business set-aside (see solicitation #: N68520-21-R-0005 for details). North American Industry Classification System (NAICS) code and Product Service Code: The applicable NAICS code for this procurement is 541611 "Administrative Management and General Management Consulting Services" with a Small Business Size Standard of $16.5M. The Product Service Code is R408, Support – Professional: Program Management/Support. Anticipated Contract Type: The resultant contract is anticipated to be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with Cost-Plus-Fixed-Fee (CPFF) Level of Effort CLINs for support services, and cost reimbursable CLINs for Other Direct Costs (ODCs) (Travel and Material). Individual task orders will be generated for specific NAE requirements. Anticipated Period of Performance: The anticipated period of performance is a five (5) year ordering period. Incumbent Contractor: The services are currently being performed under contract N00421-17-D-0021 by Booz Allen Hamilton Inc. 8283 Greensboro Dr. Mclean, VA 22102-3830. Additional Information: It is anticipated that the final RFP will be released approximately the 1st Quarter of FY22. Contract award and start of performance are anticipated the 2nd Quarter of FY22. Please note that these are estimated dates and are subject to change. This requirement does not meet the definition of “consolidation” for purposes of complying with DFARS 207.170, as two or more separate contracts providing this support have not been consolidated into a single requirement. This requirement has not been bundled to preclude participation by small businesses either as a prime or as a subcontractor. No contract will be awarded as a result of this notice. The Government will not reimburse interested parties for any presentation, marketing efforts, or data related to this notice. The formal solicitation will be posted on the System for Award Management (SAM). All amendments to the solicitation will also be posted on SAM.
