Description:
The Federal Aviation Administration (FAA) continues its commitment to maximizing the use of small business concerns for procurement opportunities, promoting equity through its acquisition planning and contract awards and actively working with underserved communities to educate businesses and effectively advertise opportunities. To ensure the FAA maintains effective communications with small businesses and increases contracting opportunities, the FAA is in the process of reviewing its small business program and associated policies, processes and communication methodologies for improvement. As part of this initiative, the FAA is seeking feedback from industry on how the FAA can improve its Small Business Program. Program areas include, but are not limited to, Acquisition Management System (AMS) Small Business Policy and Guidance (Sections 3.6.1 and T3.6.1 respectively), Small Business Tools (Website, Procurement Forecast, etc.), and techniques utilized (communication, outreach, etc.). Links to associated websites, FAA FAST Home Page and FAA Small Business Office (SBO) Home Page, are provided. The FAA’s Small Business Program Office also plans to conduct one-on-one meetings with interested small business vendors, trade associations, and chambers of commerce to collect feedback on how the FAA can improve its small business program. Interested parties are advised that: 1. This is not a Screening Information Request (SIR) or Request for Proposal (RFP); 2. The FAA is not seeking or accepting unsolicited proposals; 3. The FAA will not pay for any information received or costs incurred in preparing the response to this Special Announcement; and 4. Any costs associated with responding to this Special Announcement are incurred solely at the interested party’s expense. 5. The FAA, at its sole discretion, may utilize some, all, or none of the feedback received in response to this Special Announcement. Additionally, the FAA, at its sole discretion, may contact one, some, all, or none of the respondents to this Special Announcement. Vendor participation in any informational session is not a promise that any provided feedback will be utilized. General Instructions 1. Responses to this Special Announcement should not exceed 5 pages in length. 2. Responses to this Special Announcement will be used for informational purposes only and must not be construed as a commitment or a promise to contract by the Government. 3. Responses to this Special Announcement will not be published. 4. Responses to this Special Announcement are requested to be received via email at 9-FAA-SBO@faa.gov by October 29, 2021. 5. Requests for setting up vendor feedback sessions with the FAA Small Business Program office should be submitted by October 29, 2021, to 9-FAA-SBO@faa.gov.
