Original Set Aside:

The U.S. Army Contracting Command – Aberdeen Proving Ground intends to award on a sole-source basis a modification to contract W9125F-12-D-0001 with Navarro Research and Engineering, Inc., 6550 Gateway Road, Commerce City, CO 80022. The contract modification will increase the contract ceiling by an estimated $7,500,000, and extend the ordering period to 31 May 2022, with two additional 3 month option periods having the potential to extend the ordering period through 30 November 2022. A Justification and Approval document will be prepared for the contract ceiling increase under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. As described in FAR 6.302-1(a)(2), when supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(a)(2)(iii)(B), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. This notice of intent is not a request for proposals or quotations. Interested parties may submit a capability statement to the contracting office no later than 29 October 2020 (4:00 PM, EST). Capability statements may be sent to Shelby Saum (Contractor, Legacy Mgmt) at Shelby.a.saum.ctr@army.mil. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
