This announcement constitutes a Source Sought Synopsis. This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective offerors for a potential fiscal year (FY) 22 award of the aforementioned project. The purpose of this synopsis is to gauge of interest, capabilities and qualifications of various members of the Construction Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors. The proposed project will be a Firm Fixed Price (FFP) contract. Although the acquisition method has not been determined, the Jacksonville District is considering the issuance of a Request for Proposal (RFP) using the Lowest Price Technically Acceptable (LPTA) source selection process. No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. The Jacksonville District of the US Army Corps of Engineers is seeking interested offerors for a project that consists of excavation of three separate and unique portions of the Big Fishweir Creek and Little Fishweir Creek. Big Fishweir Creek is a relatively small tributary on the west side of the St. Johns River approximately 4 miles south of downtown Jacksonville, Florida (Duval County). It is just north of the Ortega River mouth into the St. Johns River. The project will require the dredging, transport, offloading and disposal of a maximum of 30,000 cubic yards of material. Dredged material from Little Fishweir Creek (STA 1+50 to STA 9+57), the Channel Widener (STA 33+19 to STA 35+33.02) and the main channel (STA 35+33.02 to STA 55+38) shall be transported to and placed into Bartram Island Disposal Area into Cell B. Dredged material from the upper reaches of Big Fishweir Creek (STA 1+00 to STA 18+25) may be transported to and placed into Bartram Island Disposal Area Cell B or an approved upland disposal facility. Cell B is approximately 14 miles northeast of the project location. The Bartram Island Disposal Area is significantly higher than the water surface of the St. Johns River. Prior to demobilization, Cell B must be dewatered by pumping any effluent water into Cell B2. Work also includes turbidity monitoring, endangered species monitoring, vibration control monitoring, debris removal, and incidental related work as well as, coordination with JAXPORT's Hired Contractor for disposal in Bartram Island. The Estimated Magnitude of construction is between $5,000,000 and $10,000,000. The project will have an estimated period of performance of 270 calendar days after receipt of the Notice to Proceed (NTP). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $30.0 million. Anticipated solicitation issuance date is on or about 31 January 2022. The official Synopsis citing the solicitation number will be issued on the SAM.gov Contracting Opportunities Website: https://sam.gov. Responses to this Synopsis shall be limited to 5 pages and shall include the following information: Company/Contractor name, address, point of contact, phone number and e-mail address. Company’s interest in submitting an offer on the subject requirement when issued. Company’s capability to perform work of this magnitude and complexity. The capabilities statement should provide a (1) brief description of the project, (2) customer name, (3) customer satisfaction, (4) timeliness of performance and (5) dollar value of the completed project as well as include at least 3 examples citing the following: Company’s capability to execute comparable work performed within the past 10 years. - Experience working in narrow work areas bounded by residential waterfront structures such as bulkheads and docks. - Experience working near bridges with low overhead clearance and a narrow channel between bridge bents. - Experience dredging in tidal influence coupled with shallow depths. - Experience working in highly populated areas with limited points of access and limited opportunities for staging and storage areas adjacent to or near the work area.
